Pre-screening innovation could ease supply chain delays

UPS tested enhanced assessment process with the Canada Border Services Agency (CBSA)

What’s new: UPS and the CBSA’s virtual cargo pre-screening proof of concept was the first of its kind in Canada for goods moving by air, showcasing our leadership in the use of advanced technology, and our partnerships with customs agencies.

Why it matters: As global supply chains become increasingly complex, virtual pre-screening could bring us one step closer towards improving the flow of goods to consumers in Canada.

Through this proof of concept and our learnings, we tested how we may achieve higher levels of efficiencies when bringing goods into the country, while benefiting our customers and the economy, and above all safeguarding Canada’s borders.” said Tammy Bilodeau, Vice President of Customs Brokerage and Compliance, UPS Canada.

How it worked:

  • UPS captured X-ray images of goods destined for Canada prior to those goods departing from Europe.
  • X-ray images were then transmitted to the CBSA Border Services Officers (BSOs) prior to arrival of the goods to Canada, along with other required pre-arrival shipment data, for use in their assessment of goods.

What’s the potential upside?

The virtual cargo pre-screening process was tested on a proof of concept basis and succeeded in what it set out to do:

  • Assessed the viability of more efficient processes for goods entering Canada.
  • Allowed BSOs to receive additional information about shipments before their arrival.
  • Tested opportunities to reduce physical touchpoints for e-commerce goods and aid in managing growing volumes.
  • Evaluated the use of X-ray images to enhance the detection of goods that are non-compliant or illicit.

What’s next? UPS will continue to build on the lessons learned from this proof of concept to better implement the use of advanced technology to modernize supply chains and aim to create enhanced efficiencies for goods crossing our borders.
